Is it possible to make a library without coding? I see the latest version has sample editor, but I don't yet understand how it works. Judging by the interface, I should be able to load samples and assign them to notes and velocities, but I can't.

As for coding, I really don't want to deal with it, it's too much for me. I just want to load samples, maybe do some round robin. I don't care that much about UI or built-in processing.

How do I do that? Is it possible?

If you are interested, I created some tools to assist in making instruments for Decent Sampler with an auto generated basic functional UI.

You just have to respect a few rules regarding naming convention.
