If a group provides two velocities per note, during playback does Decent Sampler do any blending or interpolation based on the velocity being requested and those provided by the group?  Or, should the developer be doing this during design?

Also, is there a way to include tempo data in samples that Decent Sampler would use to ensure proper playback based on host/DAW tempo?

I also tried to look for that in the documentation and I really don't think it does.
Right now, I think you have to somehow do the blending yourself, by layering 2 samples and reducing their volume where they overlap. Do it in several steps if you feel the need to...
Anyway, it's a bit tricky to achieve because you have to make sure your samples are properly aligned in phase or you will get un-natural results.

About the tempo connection with the DAW, I think it works by default - at least with some features.
If you try the "Stella Mandolin" instrument available for free at decent samples there is a tremelo mode triggering a note sequence which properly updates with the tempo.
I did not try that with the built-in delay though as I prefer to do this kind of effect with my DAW.
