Yes, you can sell your own sample libraries free of charge anywhere you want. It is also possible to have sample libraries listed on the Decent Sampler store, depending on what they are. From a business perspective, the sample store is set up sort of like an app store. In other words, Decent Samples handles hosting and does some promotion in exchange for a commission.
